Goto Radio Reference Homepage and narrow it to analog or digital scanner. Analog Bc246t, best price with support Scanner Master. Digital Radio Shack Pro-96 (on sale now).

As he said, you need to know what you will be scanning before looking at scanners. If you need digital its going to cost you a bit more. If your area uses a trunked system you can get away with a cheaper scanner.

Harris County is on an analog Moto trunked system.

If you want to listen to it, you need an analog trunktraker at minimum.

If your going to be spending that much I would buy the AOR-8200 MkIII this is one sweet hand held radio but if all you want to do is scan the cops then the beartracker is just fine.

The AOR 8200 has many features that the bearcat does not have but keep in mind that the 8200 is a wide range receiver so you might not like the results that your going to get. If your just looking for a scanner to scan the cops then the bearcat will do just fine.
