Default Looking for a CB on amazon

have some gift certs to burn there and looking for a quality CB for my BMW E34. Nothing with drilling in my trunk or anything crazy lol. Good handhelds possible to come by? Live in Tampa, FL if that makes any diff at all.

Also, is there a diff between a scanner and a CB if all I'm looking to do is listen, at least until I learn proper transmitting rules?

No. There is no such animal. And, while you definitely don't have to drill a hole, you will have to put a big, fat, ugly antenna on your car to get any kind of performance at all out of even the best radio.

You can get a good radio which as all the controls mounted in the microphone, so you can remote mount the chassis. And you can get some really small one-piece radios that will fit easily in between your seat and console. But a handheld "walkie talkie" style CB is useless for anything except operating on foot.

You COULD get a scanner but the same rules for antenna would apply if you want to monitor CB band. PLUS you'd have to go to radioreference.com and look up and program all your local freqs if you want to program law enforcement. But just buying a CB would be a LOT cheaper.
