To the original topic: I do not know much at all about scanners... but how much is 'Not a lot of money'. That is very subjective... are we talking $100, $200, $400? I think that would be a good place to start ( A cap on price).

1st I feel the need to inform you any "installed" scanner in a vehicle is illegal in FL (a handheld run off of battery power is a gray area.
2nd FHP uses an encrypted type system so no scanner can listen in
3rd When looking at trunking (for other agency's, such as SO local PD and fire) you can find them for roughly 150 for analog, if you need digital trunking, you're looking at approximately 500 to get into it (sometimes RadioShack has sales that can considerably lower that).
I'd recommend seeking out some free software, then going on to RadioReference and organizing scanners memory banks by county and service type so you can quickly set it up to where you are.
Its not worth all that trouble!!!
That's why if you can us your phone it would not be a problem. No law against having a cell phone.
