Welcome to the forum. I would start with RadioReference.com - Scanner Frequencies and Radio Frequency Reference This should get you started in the right direction and let you see what you are up against.
erickonphoenix will be a help also as he regularly runs a scanner in that area.
Scanners depend alot on your area and your budget. A good one isn't cheap.
You need one that does trunking. You do not need a digital one... yet. Those are the only two things you really need to know to get started looking. Do you want a handheld, or one to mount in the car? Either way, expect to pay at least in the $200 dollar range, give or take fifty bucks. Plus an antenna. Unless you plan to get seriuosly into scanning, it's not worth it.
It's pretty complicated getting set up, and then figuring out what to listen to and what it means. It's not like an RD, where you just plug it in, turn it on, and expect it to tell you where cops are. It'll take you months and months to make any sense out of it. Even then, it'll probably never save you from a ticket.

That's why I said you have to get seriously into it for it to pay off. Nine out of ten people who buy a scanner as a countermeasure do not do that. They expect to just turn it on and hear nothing but a steady stream of smokey reports, like the heyday of CB. They've never listened to a scanner before, so they are completely clueless about what is involved in getting useful countermeasure info out of one. They have no plan whatsoever of doing serious research and practice in scanning to become familiar enough to use it effectively. They honestly don't know it's that involved. And damn few have the patience to spend the time learning to do that. It takes a long time of "using one all the time". Most get fed up with all the chatter that makes no sense to them long, long before they ever start understanding anything they hear. Then another new scanner goes on eBay cheap, which makes me happy!
