I would try to find someone to talk to and see if you can tell how far you can talk in miles. Im concerned the filter is killing your output watts, thus making it hard to get a radio check. Try a radio check with the filter and without and ask the reply to see if they can hear you with the filter on.
Yeah I will have to try that tomorrow. Even today when I did not have the filter on, I only had two people talk back to me. One guy was a good ways away. He actually asked for a radio check.

I have a radio shack SWR meter that has power measuring and I can use the to measure the output could I not? Just hook it up after the filter and see what is reads, right?

well I just tested my power after the filter and it is exactly the same as without it, and exactly the same if I turn the filter to max or off. So it is not affecting my power.

I have one other question, can I replace the standard 36" whip with the wilson short load whip for better range, I know they are both the same overall height but electrically the short load one is much higher. Wilson Antenna - Short Load Adapter

It wouldn't give you any performance increase, and it would probably screw up your SWRs significantly. The Lil Wil is designed to have a 36 inch whip. 36 inches ELECTRICALLY AND PHYSICALLY. That is what the base load is designed to couple with. If you put the short load on there, you have an immediate mismatch, because the short load is only 36 inches physically, but it is 62 inches ELECTRICALLY. What you end up with is an antenna that is electrically at a band length for frequencies lower than those you are utilising, resulting in decreased performance and increased mismatch/SWRs.
If you're used to sleeping with a five foot woman, and a six foot man tries to slip into bed with you, would you notice? Would you perform normally? There ya go.
