Definatly depends on the officer. The younger the officer the more likely they are to write as they have something to prove. While some of the older officers are reluctant to ever write.

I would agree about the not fleeing. People who are chased are looking for a whole lot more than trouble. Adrenalin of an officer has been know to get one's tail handed to them as well.
I would turn on the POP see if you get too many falses, I don't, and if that works leave it on. Turn on the KU it takes what another 3 milliseconds. USA.
