If it is Black it is the newer one. Updated it to Black starting in late Fall of 2011 I believe. I bought mine in April of 2012. No change since that I am aware of.
For Ka band POP is only used in a few 33.8 guns. With POP on you are adding extra sweeps every 0.067 seconds or so to catch it. If only Ka 33.8 was all you had to worry about it wouldn't be bad but...
