A signal processing scheme that cause interference. Older Cobra detectors (of which many were sold) when they "parked." caused falses on other detectors. It's also a function of their LO scheme...
My guess worldwide is about 80 million. I think the industry was quite a bit bigger in the 80s-90s so not what it was.

Hate to say this, but I would disable lockouts at these locations. Perhaps marking them as speedtrap location would also help where applicable.
