With laser you can select which car to measure. With Ka radar it's harder to see which car is speeding, if there is 4 lanes with cars. Prehaps they waited until Ka radar alerts speeding, and after...

Sounds like easy target to RD's to detect this kind of radar type. Radar power must be high, because it can measure motorist speed at 1000 meters.
Extremely expensive? Really not, if Spectre invisibility is guaranteed. You said there is no leakeage between 10-20 GHz, but what about other areas? I really don't want be caught by some upgraded...
