    I think it depends on where you live. I am pretty sure in Ohio, POP is still used. Mine is on.

    There are others on this board with waaaay more knowledge than me that could answer in more detail.

    Mine did that because of a loose ground. Like RanEnRui said. I had to drill a hole in a metal brace and use a sheet metal screw to get a good ground for mine.
