Both V1’s should be very close aside from manufacturing tolerances. The 3.813 is a pre-POP unit. I have read some go out of spec’s once a year while others say they have had no problem, depends on...

Use your V1 for awhile and see how it performs.
If you're absolutely positive that there is a problem, then send it back to V1 for "repair".

They are still legal in NC. Just make sure you have all the flavors enabled on the V1, including X. Also, VASCAR is used a lot at least at my end of the state, west / central.
