No you do not need a license to use a RDD it is simply a Unintentional radiator by definition meaning it is a Part 15 fcc device. Meaning no license is required. It is in lames terms an over glorified radar detector, that scans a different part of the Radio Spectrum for electronic leakage.

Yes, spectre RDD's and VG-2 RDD's fall under the same catagory and Yes you can run a bushnell anywhere you darn well please and have permission. Happy Radaring. LOL .

you just need to be carefull operating a spectre in a RD banned area as it detects Ka..effectivly it is a RD if it detects Ka...but im sure once the cop knows it s a spectre and not a RD he will let u go.
