Assuming that the flow of traffic is pretty much below those listed limits for issuing citations, I'd say that's pretty darned generous!
Heck, if my locals thought that way, I'd honestly have no need at all for a detector. My "natural speed" (without having to constantly monitor the speedo) on surface streets is within +5 of PSL.
