No, it resets automatically, the people that have reset it for this in the past is because of instances where V1 has J'ed out a real LEO.

After 10 seconds after a signal stops, the V1 will erase that bogey from its memory, so if it was Jed out, it won't be afterward.
The instance where restarting the V1 is useful is this: You get a Ka alert which is subsequently Jed out. Then you see a LEO. You want to know if it was the LEO that was Jed out or a Crapra, so by power-cycling the V1, if it starts alerting to the LEO again, you know that was what was Jed out.
