Probably just driving about patrolling the area without his radar on. He most likely was responding to a call when he pulled the U-turn.
Or he was pretending ot be starsky and hutch...
The night shift local LEO's here pull bootleg turns just for the **** of it.
Probably got a call that fresh doughnuts were in!

ive actually seen highway patrol sleeping in their cruisers in FL. a few of those 'i wish i had a camera' moments.
i even remember the local PD setting up dummy-cars at intersections. they would park a marked unit on the shoulder with a manequin in uniform; then randomly it would be a live officer.........done it here in AZ at border patrol checkpoints as well. they are sneaky!
It is also possible that the patrol car didn't have a radar gun at all. The Sheriff's department in the next county over has very, very few radars.
