Just a guess, but it's probably too much trouble for them to deal with exports. Unlike most others, they are not an international conglomerate. They do support Euro mode, not only for travellers, but for those who live there as well.

I have a related question: Can the 3.826 firmware (which does have Euro mode) be updated to pick up the out-of-tune photo radar, as the latest firmware releases for the newer hardware have been?
