Valentine V1 KA Constantly going off, Broken?

Hey guys, I picked up a valentine v1 from craigslist today, and as soon as I plug it in, the KA band stars going crazy. I have tried different areas and it has the same reaction. It does not go through the normal boot up, as soon as it is on, it will show L and the KA band will start alerting.

I have tested my buddy's v1 in the same area and it does not go off.

Is the v1 broken?
