^ I didn't want to quote your picture, as if that's your plate, it shows, well, the plate.
But FWIW, I think that looks not bad at all, and that no enforcer would really pursue that particular look - it reminds me of the old Mac Neil/WeatherTech "Clear Cover," which had horizontal decorative lines running across the cover itself, creating much the similar look as the tape that traverses your current setup.

A light blue color can enhance perceived "whiteness." Look at the various *good* coated bulbs on the market today, which have been proven via countless tests to actually enhance drivers' night-vision.
You're likely still losing a bit of light output (and this is the reason why many of these *good* bulbs, with their bluish coating, actually bumps up the burn on their filaments, so as to produce more light, in order to compensate for that "first-pass effect"), but it could very well be that your eyes "take better" to the "whiter" light, and thus have made you either not notice the slight decrease in actual light output, or, alternatively, even made it so that you're actually seeing better.

But like you said,
Sarge, I really doubt that it's doing much, in terms of providing LIDAR protection.
The reason why VEIL works so well,
msw, is not because that it "tints" your headlights - but rather, that it's designed specifically to combat the IR spectrum within which police LIDAR works.
Yes, the visible-spectrum is related to the IR, and yes, reducing one will, to some degree, reduce the other - but with VEIL, the effect is amplified specifically with relation to IR.
This is why, as
alpinestars - a long-time participant on these Forums and quite a fixture in the enthusiast community - points out and demonstrates on his own personal vehicle, a completely "opaque" aftermarket light cover works akin to VEIL.
But that's the catch.
To really be that effective, the cover needs to be one of those "opaque by day" types, which, in most areas, distinctly catches the ill-favor of enforcement personnel.
Tinting your headlights, with legality in-mind, for cosmetics and debris protection? Go with one of the various film products - HeadlightArmor, RockBlocker, ClearGuard, etc. It's all good.
Tinting your headlights, with legality in-mind, for cosmetics and LIDAR protection? No-brainer: VEIL G4.
Tinting your headlights, withOUT regard towards legality, but wanting cosmetics and LIDAR protection - go for one of those aftermarket "GTS" or similar "opaque by day" covers.

But when you do get pulled-over, don't whine....they do say, clearly, "For off-road use only!"
