I have never turned the POP mode on. Whats the point? Its supposed to be an added feature, yet from every review/post on this forum I hear its supposed to be off. Whats it supposed to do, and why does it not do it?

Its supposed to detect POP police radar which it probably will.
Its typically disabled because POP radar is not used much, hardly at all in most areas of the country.
Disabling the POP detection feature will increase detection performance- primarily alert response times for the police radar bands which are used much.
So why incorporate that feature in RDs? There are a very few areas from what i understand where its used. Further, i seemed to have read POP radar use by police might not be legal to issue tickets with.
Maybe someone here more POP knowledgeable can speak to all this.
But i personally think its just basically one more marketing sales type thing for advertising
RDs.

POP radar is ran on 33.8 ghz and K band. Even though there are counties with POP capable guns, I know of no situation where POP has ever been used. That is why we leave it off. The sweeping algorithms of the detector in POP mode decreases performance against standard instant on and that is why we leave it off. Standard instant on outweighs the POP threat. Furthermore, POP is used to get an estimate of the target's speed before shooting them with standard radar.
