Jag42 is right at least in my experience also. It is rare in that the sun has to be at a direct and precise angle relative to the detector, the washers squirting along with the wipers. If any one of those conditions are not met, it doesn't happen.
Im my experience:
Rain + wipers + critical sunlight angle = doesn't happen.
Wipers alone + critical sunlight angle = doesn't happen.
Wipers + rain + windshield fluid + critical sunlight angle = doesn't happen.
Wipers + dry weather + windshield fluid + critical sunlight angle = laser alert.
The detergent agents plus other chemicals in windshield washer fluid probably have some kind of prism effect to separate out the sun's wavelengths directed at the detector.
If indeed the wiper movement causes the PPS 'effect', then blocking it out would depend on variations of wiper speeds and maybe some other variables.
I played around with this and the PPS varied wildly each time the alert went off.
Since its so rare, probably not even worth worrying about. Just interesting.
