How long would they last? I mean is there any average amount of cycles before the LED's would give?
And how would you know when their time is up?

The typical LED lasts for hundreds of thousands of hours. On the blinder they are only active when you are hit. You could be hit with laser five times a day every day and have the blinder easily outlive the car.
