As a parent of a toddler, myself, I *DO NOT* agree with this tactic at all.

When drivers see children, yes, they typically slow - or, if need-be, emergency stop.

I can only think of this kind of ploy backfiring, once drivers' get "conditioned" to the presence of such decoys.

In my humble opinion, this is a TERRIBLE idea.

Want traffic to slow?

Put a MARKED enforcement vehicle at the trouble spot, and present good, reasonable, and just enforcement. That is the only way to properly control traffic.

I thought the same thing, someone will think its decoy next time and it will be a real kid. :x

I truly hope, bruddah, that there are others out there who think as we do.

Hopefully, it'll be a parent/child-advocate group.

Even as a parent - and a parent of a toddler, no less - I just can't help but think of this as a very, very bad idea.

Thank you for making me aware of this, bro! :)
