There is no such thing as POP Laser....
Laser is Light while POP is a faster version of
" Instant On " Radar
Laser is more deadly than POP.
Besides POP can't be used to issue a ticket,
it can only be used to get an estimate of speed.
Just a note POP isn't really used that much.
Not many states have it, maybe 2 or 3 states.
I don't see it becoming a threat at all.
I see Laser being the big Speed Enforcement tool.

Could he be thinking of Laser Atlanta's stealth mode? It could be said that stealth mode is to lidar as POP is to radar.

Agreed, I think the POP laser analogy would be closest to LA's stealth mode, where it sends a sparser number of pulses as to get underneath the filtering of laser detectors, much as POP tries to transmit so fast detectors either ignore or miss it entirely.

The V1 has no problem sniffing it out though. :D.
LI and LPP do very well against the LA stealth mode. AL did have some against stealth mode. Like POP mode, I wouldn't worry about it too much since lidar>RD's.
