407 pay highway bill problem

I didn't know where to post this question so here it goes. if a friend of mine where to drive on a pay highway alot with out a transponder would photo stopper or a plate cover help?
The photo stopper spray would be better if it would work as there is no cover on ther plate then it look normal

I'd go with a VF jammer but that is the most expensive way to go.
