She might have been mistaken...I think I spoke to a "Betty" the second time around (the first time the rep told me no, but don't remember her name) and was told that they do accept. I live in Quebec and I have sent in my STi for the upgrade and 2 weeks later I got it back. Updated! I haven't had the time to test it, but I suggest you call back and speak to someone else or pm "EscortRadar" from the above post.
I sent it in on Jan 10, 2012 and got it back today.

Two weeks -- not bad, but not the 2-3 days that I've seen in the States.
I sent the PM, and then called back and reached someone else -- Spencer. He gave me an R number, and said they'll return it to me here. :)
So far, so good. I was so excited that I forgot to ask price, or if any premium for Canada. I'll assume none or minimal (other than the presumed $100).
I do have to send it to them in Ohio rather than Ontario, which was a surprise, and I forgot to ask advice on how to send it across the border. Any hints? Canada Post? UPS? Would I need to include a "commercial invoice" (which I did when exchanging a computer part from the States recently)? I don't want it to get waylaid...

Yes I had to send it to Ohio as well.
I went to Canada Post and paid $34 to have it shipped in 2-3 days. You could pay less but it will take 7-10 days. Bel will charge you $100USD when they start working on it and they will ship it back to you by USPS. The shipping is included in the $100 that you pre-paid.
Canada Post and USPS have an agreement that they don't charge brokerage fees. When I shipped it, I specified that it was "Defective GPS unit" with a value of $400.
When Bel return it, they specified "Merchandise" with a value of $19.95 (great because you don't pay gst!) and a description of "Sound Signaling Equipment Repair".
You don't have to include an invoice. I just sent my in with my address and tel.
Also don't forgot to put the R# that you got as part of the their address...right after the company name.

Not sure why my post isn't being posted..but the short answer is.
No waybill number or invoice needed.
The charge is 100USD which includes the return shipping
You ship it to them via canada post, it's about 35 dollars to ship it express.
don't forget to put the R# you got on the shipping address just below the company name.

oops forgot to say that they will ship it back via USPS, which is perfect because canadapost and USPS don't charge any brokerage fees.

Happy: Bel's Repairs Dept received my Driver, and the Magnum upgrade is in progress. :)
Sad: Unfortunately, they can't send me either the Super Cup or Escort Live cable, as those have to come from Sales rather than Repairs (per Adam). Sales still won't send to Canada, AFAIK. :(
Hopeful: Can't wait to get my Dri-Mag back and do some new tests and comparisons :)
Question: Anyone know of any stores or truck stops in upstate NY (preferably at/near border) that might carry the Super Cup and/or Escort Live cable?

We can ship accessories to Canada as long as it is a legal Province (SK, BC, AB). You will have to call, this cannot be done on-line.
