what kind of car is it? is it a daily beater or a collector car?
the eastwood is a good product similar to the rustolium converter. POR is good as well. they all serve a different purpose.
what you have I would not consider a rust problem especially if its a DD. take a wire brush to get rid of the loose stuff vacuum and spray with a rust converter and top coat with black paint if you wish.
now if it were a collector car I would take a different approach.
It's a 1995 Miata. It's not totally a daily beater but I wouldn't consider it a collector or anything. The rust isn't that bad... I was curious and sanded a little bit of it and it's really just a light dusting in certain places. I think it's more dirty than anything.
it seams the paint in the trunk tends to be thinner then the outside of the car so it can be scratched or chipped to the metal easier. also the rust dots you are seeing could be from metal bits that are in there. I would clean it up and treat with the rest converter.
if it comes back then sand it down and treat it with the POR. but honestly it shouldn't come back I have used the converter stuff on worse rust and it stopped it from getting worse. I have also used POR but only on my classic car I am restoring.
