Which gun has a more intense beam? I dunno. I'm not sure how you would even accurately measure such a thing. But the numbers don't lie, and the numbers from our Atlanta runs say that the Ultralyte has more effective power than the Stalker.
Again, it's not even a valid concern since jamming is not all about power, potential or otherwise.

Through my observation of IR put out by guns and painting a sign 200feet away the Stalker LZ1 has the brightest IR signature I have seen. But funny thing is the range isn't as good as the Laser Atlanta which IR signature isn't brighter than the Stalker LZ1

Another nice thing about the LA gun -- it has a white case which won't cook inside a patrol car if left powered on and in direct sunlight. I have seriously considered painting my STi's case white both for the novelty of it and because it will stay cool in the summertime even if I leave it on the windshield in sunlight when I park my car. Plus it would look a lot like one of those toll road autopay thingies rather than like a radar detector.
I would think that the company who could cut a great deal on both lidar and radar units would be the one to win out on the biggest/most contracts.

Transmition of light is only one part of the equation. Don't forget about the reception part. The sensor in one gun may be more sensitive that that of the other.
I believe the only way to test would be to obtain baseline readings from each with the same target, at the same range at the same position and time of day.
