3 amps?! It sounds like you may have a serious issue internally. Normally at this point I would check for a short to ground on the pcb. If possible, locate Vcc and Gnd and measure the resistance with the power disconnected. Odds are there are test points on the pcb for both of them. The resistance should at least be a few 10K ohms.
