I truly doubt that it matters much. The bottom line is that the lidar beam has to pass through both sides to get to the plate then back out both sides. Maybe if the smooth side somehow reflected the lidar beam back to the gun before it has been difused then it would be better to mount the rough side facing out like I did.
The truth is the product looks like someone has taken sandpaper to clear thin piece of clear plastic and made one side pretty rough yet remain mostly translucent in appearance. The rough surface just scatters the lidar beam as it comes in and also scatters the reflection off the license plate. This helps defeat the ultra-reflective coating on the license plate and reduce the plate as a factor. My guess is that you could sand down clear plastic headlight covers to get the same effect and just remove them at night. This would assist and protect Veil on the headlights too.
