Truth of the matter is that LEOs are humans - and just like the rest of us, will have certain prejudices, even if they are not aware of them or even if they try their best to overcome them.
Ohio requires a front plate.
My buddy drives a Chevy Suburban - great condition, no glaring modifications. Typical family-vehicle where we are. Usually clean and well-kept.
He's run through even the City of Cleveland and Cleveland Heights for nearly 5 years now, without his front plate. No one even bats an eye at him, much less have pulled him over for this obvious violation.
A friend of ours, a young African American female in our Ph.D. program, while out with some of her friends, got pulled-over for a front-plate violation. She was in an older black Nissan 240SX, with tinted windows. Fits a profile.
Same with many of my friends in our local Subaru club - their variously modified WRXs and STis/STIs all have been routinely stopped for either front-plate or tint violations.
You drive a certain vehicle, you'll have to pay for it somehow. :)
