I would say every state uses I/O but some use it but rarely. VSP (Virginia) use I/O always, no matter where there patroling. On the interstates with heavy traffic though I think they have to use C/O.

I posted a video of CHP using I/O, but this is rare. It's almost all C/O and laser.

I've driven 100k miles in the last three years, in MA, NH, VT and never seen a statie use I/O on the interstate. Maybe I've just never been out at the right time, but I wouldn't say it's common use in any of those. I suppose I should have made the OP a little more clear about it being common use vs. just one or two troopers who get bored late at night and use I/O.

Well interstate I wouldn't consider. I think that most leo's use c/o on the interstates because the volume of traffic. On less traffic involved roads they use more i/o
