Illinois State Police - 2 encounters in a week. What gives?

Downstate right now district 9 is basically nonexistant (no new recruits to train), while 12 seems to be out like crazy, specifically the commercial truck enforcement unit.

From district to district, you never know now - it's like the stock market has been this week.
