i was traveling east on north avenue and then my ka band start alering to 2 bars then on my right side there was a cop comming out of a shopping malls parking alot i went rigt pass him buy my rx 65 still had 2 ka why didnt it go all the way up

The LEO could of had his rear antanna on, not the front one. All you were getting was scatter or reflection.
