For use in your car, I'd suggest either a BCT-8 direct from Uniden refurbed at $155.00, or a BCT-12, if space is an issue. I just bought a Rat Shack PRO-95 handheld, but that's for entertainment purposes, not for vehicular use....
Take a look at the next step up. The bc246t has the ablility to alert 1000 channels that you choose. Frankly, I think the bc-12 is outdated with most areas using mot and edacs systems.

Good range. Not as sensitive off the whip as Ratshack pro96, but with an outside antenna it is about the same. The great thing is the trunk tracking, alerts and of course weather and cb frequencies. You can use your home computer and butel software to set it up for any trip or locale.

Once you are familiar it is pretty user friendly. Check out the radio reference homepage for freqs.
Are you obligated to program the freqs or you can find them by scaning?
Both. You can program your own or use signal stalker to capture freqs that are not even listed. Car to car etc...
