Leaking something....(Pictures)

I was here before because my radiator was leaking

I got my radiator fixed and in the process we had to open the coolant bleed valve... which maybe where a new leak is

I had the "Low Coolant" light on so I checked under the hood, I had enough coolant

As I looked around I saw this:

Well that is your water pump that looks like its leaking at the base of the tube? Could just need tightening..dont know

I replaced the little tube (heater bypass?) and the clamps

Is there fluid flowing through that tube constantly or only when the car hits a certain temperature?

I want to check if I solved the problem or if its another leak

Year, make model? Is it running death cool?
