I get reports like this pretty often. This driver heading the opposite direction was giving a driver ahead of me the all-clear for about 30 miles :D
It's not foolproof because of rolling/well hidden LEOs but these guys will often know the regular speedtrap spots.

The key part was " I just came out of Perry and didn't see anything back that way."
Those were also black guys so it helps to understand the dialect.
