the problem in the US, the few place that allow this activity usually attracts the people you do not want to look at, ugly women and gay men.
It use to crack me up in Calif to watch the mexican worker would gather at the top of cliffs at the nude breach hoping to see some pretty naked women only to see gay men running around with their dongs slapping their thighs and some fat naked women when laying down you could not tell if the were man or women
