3 secs? I was always taught 2 secs.
It is 2 secs, but it is up to the officer if he feels conditions are not safe enough to follow that close. in semi truck driving school they say 4-8 secs because of the added weight of the truck, or atleast that is what i was told.

I'm assuming that 3 second following distance is in cali. Here in minnesota its 2. My minnesota dmv booklet says 2-4 seconds.
