Yes an officer can pull you over for anything really. They can say you were doing this and that.
This is why I recommend having video surveillance running in your vehicle/bike.
Before I got my jammer, I was on the freeway, a R1 blew right by me, I took chase and around the bend the R1 floored it. Leo tagged him and he fled like the bike was stolen. Officer pulled me over because I slowed down. 5 seconds had gone by he flagged me to pull over...
Said I was doing 107mph @ 338 feet. I argued with him saying he didn't tag m and that he tagged the r1.
He said it was me blah blah blah.
Took it to court. Played back the video and you can see the run gunning it. I'm coming around the bend going and the officer flags me over.
He even told the judge he was sure I was the right bike. Once the video played and he saw the R1 go around the corner, then gun it. I come around the corner and the officer is running to his bike, his laser isn't even on me when my bike comes into his field of view. he just looks at me and flags me down. He looked at the officer with this look like "The video says otherwise but are you sure you got the right person?" LOL...
The Prosecutor had a dumbfounded look on his face like he was curious to see what the officer would say.
The cop still said yes. After determining it would not have been probable for me to be going 107mph 338 feet away, and pulling over to his location about 6 seconds later the judge said something like "Based on the video either the lidar device reported an incorrect reading, or you made an error in judgment when determining the vehicle in question." Then asked the officer and the prosecutor if they wanted to challenge the video.
They said no then he said I'm surprised you even bothered to flag this bike down when you clearly saw the other bike trying to run from you but based on what the video presented, This case is dismissed with prejudice".
Then the judge asked if he could have the clerk make a copy of the video and wanted to have a word with the prosecutor and officer.
