Almost all city enforcement is laser, beyond photo radar, which is Ka. Once you leave the city, I've found the opposite though, almost all highway RCMP enforcement is mobile Ka, with a rare stationary laser.
I have an STi which serves me very very very well on the Ka for highway and photoradar; for laser it has been sufficient along with Veil, although I wouldn't say it's the best defense possible, but adequate.
If laser is your main concern, I'd suggest a V1 (although it will false a lot on radar signals) and/or jammer and/or Veil depending on your budget.
