think of a radio it is sort of a scanner take the FM Band for example the radio let you "scan" from "88Mhz to 108Mhz" while a scanner can scan from 1to1000Mhz (or ewven in the 2.4Ghz) police here are in the 400Mhz Band so you put the frequency in the scanner Ex: 412.9345Mhz so now you can listen police it is like when you listen to 96.9Mhz on the radio

check what your city use before buying one

they could be in "TRUNK" or even in DIGITAL mode

I second that! For digital, you may want to try Rat Shack pro-96 . Also check Strong signals and Radio Reference websites for model comparisons and local freqs.

As they stated, look up what your area youll be scanning uses. If its digital such as APCO 25, you will need a digital scanner. Digital scanners are a bit pricey though ($500ish)

If they are using a trunked system than you can get away with a cheaper model, make sure it supports trunked systems as well.

Like I said "Play with it". Once you get that it is like a chest of drawers with socks of different colors and styles in one and shirts of different colors and styles in another, you are there. Just add software and it becomes even more clear.

I would only consider a digital scanner. Most law enforcement agencies are going digital in my area. This may differ where you live, but overall the trend is toward digital. Homeland Security funding is making it easier for more small and medium sized agencies to go digital. If you buy a 246 and your state and local agencies go digital, you are screwed. A scanner cannot be updated from analog to digital.

You might be able to get a deal on a Pro-96 as it is rumored the replacement for it is coming out. And the Pro-96 will serve you well as both an analog or digital scanner.
