There are other members who have gotten owned this way. I would encourage you to reconsider cutting the grille, and to take it easy going over hills (it's not good to speed on hills anyway). You've invested plenty in your setup, it would be a shame to compromise it to spare the grille.

yeah, you might want to move those LI Heads under the headlights. Don't know who did your testing but I can assure you that PT will be happening with different guns.
Solidjake had almost the same setup and when we tested it, he was getting massive PT. I had a spare set of heads and we placed them where we wanted them to be..by the headlights. Results were MUCH better

Don't waste your time testing in the current location. I don't care what he tells you, that will not work. Period. His testing is worthless. Move them up to the grilles, then test with a competent enthusiast tester, not just any guy who bought a laser gun on ebay.
Also, the grille does affect the STi-R reception negatively. The question is, is the remaining performance enough for you?
