If he's in the left lane and/or I can't pass him I tend to tailgate till he moves over.

Pass them. I guarantee when they come up on someone going even slower and go to pass them, that they'll puss out and take 3 minutes to finish it, then you're stuck behind the both of them...
If there's a lane to the left, I immediately move over and pass him. If he's in the left-most lane, I crowd him just a little, so that a conscious-driver who uses the rear-view mirror would move over (most don't and don't). Then I might give a quick hi-beam and a reasonable chance to move over out of courtesy. Finally, I pass him on the right.

Yeah usually what I do as well. I think it's funny when people give me the middle finger for high-beaming them, asking them to move over. Some people never learn. Usually now I just pass regardless where the car is. No sense in wasting my brakes for a moron who refuses to move over.

It depends on location. In the USA, most of the time the slow f*ck does not move out of the way when given a chance, so pass on the right. In Europe almost everyone gets out of your way as soon as they see you so in Europe I would never pass on the right.
I voted "Immediately change lanes and pass the slowpoke". Doesn't matter if they're in the left or right lane. I don't slow down unless I have no other choice (which unfortunately is most of the time).
The exception is if they're cruising in the passing lane and I'm coming up on them and there's no one in the right lane, I'll give them a couple moments to move over, as some drivers do. If they don't move over when I'm within a car length of them, I'll pass them on the right.
Which is why my sig line reads "If I'm passing you on the right, YOU'RE in the wrong lane!!"

I don't tail people to move unless they are blocking the left lane going no faster than the guy in the right. When they are on the left and nobody is on the right, if they haven't moved over by the time I get up to them, I'll change lanes and pass them on the right. No reason to slow down for them to take 19 years to move over.
