Drivers to be fined if caught speeding on County roads

Those who get caught speeding on county roads will now have to pay a fine for violating the speed limit.
At last week's regular Fiscal Court meeting, magistrates gave their final approval to an ordinance adding fines to the County's speed limit ordinances.
Last month, Magistrate John Gaines told the Court that members of the Law Enforcement and Detention Center Committee have been discussing the issue since Taylor County Sheriff John Shipp reported in January that the current ordinances do not include punishment for those who violate them.
Gaines also said some residents have asked if the Committee is implementing the fines only to make money.
He also said he's had numerous conversations with residents concerned about people traveling too fast on county roads.
"It's not about raising money," he said in April. "It's about making a safer community."
The fines for violating the County's speed limit ordinances are:
- Up to 10 mph over - $15.
- 10 to 15 mph over - $25.
- 15 to 25 mph over - $35.
- More than 25 mph over - $50.
The ordinance states all fines are to be paid to Taylor County Clerk Mark Carney's office within 15 days of the violation. Failure to due so, the ordinance states, will result in the violation being referred to Taylor District Court. At that point, violators found guilty may be required to pay court costs in addition to the fine.
Taylor County Judge/Executive Eddie Rogers said last month that the money collected from violations of the ordinances will go to the County's transportation fund to pay for speed limit signs and other transportation costs.
The second reading of the ordinance passed with a vote of 4-1. Magistrate Milford Lowe cast the lone "no" vote. Magistrate Marshall Caulk did not attend the meeting. Lowe could not be reached to comment for this story.
Taylor County Judge/Eddie Rogers said the fines will go into effect immediately. As of Wednesday morning, Rogers said he knew of no citations that have been issued for violating the ordinance.
Also at the meeting:
- On behalf of the Project Development Board, the Board overseeing construction of the Taylor County Judicial Center, Magistrate James Jones told the Court that bids for the project will begin being accepted next week. Bids will be returned within 30 days, he said, and construction could possibly begin sometime in June. It will take about 600 days to build the center, he said.
- On behalf of the Law Enforcement and Detention Center Committee, the Committee overseeing construction of the Taylor County Detention Center, Jones reported that work is continuing on the center's grade work, drainage and underground plumbing. He said workers have lost 31 days of work due to weather conditions.
Magistrates approved payment of bills totaling about $285,000 to Codell Construction Co., CMW Inc. and various contractors.
- Magistrate Ed Gorin asked Rogers if the County could occasionally host its metal item pickup days - currently scheduled for Fridays at the former Fruit of the Loom building - on Saturdays. Rogers said the Court would look into doing so.
- The Court awarded several bids, the majority of which had only one bid submitted, and tabeled several other bids. A bid for cleaning the Taylor County Courthouse was awarded to Paul Nuckols for $28,080. A bid to purchase diesel and oil was awarded to White Oil and a bid to purchase asphalt was awarded to Nally and Haydon.
Bids for pest control, road oil and road grading were tabeled.
- Magistrates tabeled a request for carpet replacement at the Taylor County Senior Citizens' Center.
- Loretta Hash, Don Dabney, Damon Allen, Phillip Hayes and Terry Dabney were appointed to the Taylor County Board of Health. Rogers said these appointments are recommended by the state and then approved by the Court.
- Rogers announced that the recent annual PRIDE cleanup cost the County $2,795.
- Magistrates approved several transfers and budget amendments. The Court approved transferring $40,364.73 in various line items in the general fund, $35,000 in various line items in the road fund and $25,400 in various line items in the jail fund.
Magistrates also approved four changes to the budget. First, magistrates approved moving about $360,000 in various general fund line item accounts to the reserve and City of Campbellsville line items. Second, magistrates approved moving about $8,000 from various road fund line item accounts to the reserve account. Third, magistrates approved moving about $40,000 from various jail line item accounts to the reserve account. Lastly, magistrates approved moving $18,000 from the ASAP federal grant line item to the victim assistance support line item account.
- About $2.9 million in occupational taxes has been collected this fiscal year. Nearly $683,000 has been collected since the Court's April meeting.
