    actaully I knew exactly what it meant, meaning police can not solely pull you over for spinning tires. I have to give that court credit for doing the right thing and the DA is an ass for attempting to make statements of fact which were pure conjecture on his part. Imagine the court actually said the police have to prove something they can not assume it.
