Radar is used to great effect to track ships and planes in great numbers over large areas. In Australia we have over the Horizon Radar which can watch ships leaving docks in China. Our Navy has imaging equipment so precise you can watch individual grains of sand move along the ocean floor.
Is it not feasible that with a modern state of the art Radar system an operator could track literally thousands of cars at once, then check highway CCTV footage to see who the violator was and then send in the cavalry to ambush said offender with LIDAR on his/her way to work the next morning?
