As much as I have no respect for the Barney Fife type cops, I will say that there are those out there that really need to be caught.
If I were a traffic cop I would probably be less tolerant of those I found to be on the phone or otherwise distracted.....if and when it was evident. Also, 99 in a 65 is quite a gap. Unless the PSL is artifically lowered specifically to fund the Mayor and city councils personal and special interests.
Finally, some brilliant cop somewhere stated that if the driver had an RD, there would be no mercy. That's about as ignorant as it gets.
I usually drive at or a bit UNDER the PSL in my car. The RD is to help alert me in cases like construction zones or downhill grades where there is enforcement or speed check signs where I may accidentally slip over the PSL. I don't thnk I (or anyone) deserves a fine every time they inadvertantly go over the PSL by a small margin. It is VERY easy to get 10 or 12 over coming down a hill. Unfortunately, many LEO's take advantage of this to bag otherwise good drivers. However, I do feel that people who blatently disregard lowered spped limits in work zones should be stopped. It's very selfish.
I found out something interesting. The posted speed limits in Texas are dictated by the state. The City has very little say and only has a chance to get the speed changed in residential areas and only after a long beaurocratic process.
The highways and tollways are all state.

The problem is that people who are distracted by a cell phone conversation tend to drive slower, not faster. The cop pings them, sees they're under the limit, and moves his LIDAR beam to the next vehicle.
What we need is a "gun" that detects illegal cellular phone use in cars.
