I can think of a few possibilities:
1. Your 9500ix is busted.
2. You 9500ix is mounted poorly.
3. You have an athermic windshield.
4. The LEO was running a handheld radar gun and it's sitting on his seat or something.
5. The LEOs radar antenna is not mounted straight.

That was poor range, my 9500ix would have detected way before that.

It looks like FF 33.8 shooting into the back of the car he pulled over. (The LEO right behind the customer, not the one in the street.)
That would explain the long warning coming in from behind and the quick drop-off once you pass.
I would say yes, you should have had better range, but there is no way to make an accurate assessment of performance based upon an encounter with one police car. Although, I think Z1NONLY is probably correct.
Is it straight and level?
