was using radar. Is that now legal to use?

I assume you are from SoCal by your name. I believe CHP has been using radar on the freeway since 1999.

And when they got approved for it, they managed to get a huge grant which is why it's basically fleet wide Ka Stalker Duals and they're all trained to visually estimate still, so they're extra deadly with the I/O
I/O is pretty rare here in LA. It's hard to use with so many cars in so many lanes. Also, it's impossible to tag someone going the other direction with I/O, since there is almost nowhere to turn around. Usually when I see I/O here in LA, it's a cruiser tagging someone with their rear antenna that's catching up to them, completely unaware. CHP is using more and more laser these days, mostly from moto units.
yeah urban areas up north it's heavy on the LIDAR (UL 20-20, PLIII and LTI Truspeed) and pacing, but I've seen sneaky I/O on I-5 and the 101 (by San Luis Obispo) with there being more than 5 min between I/O blips and the cruiser sitting watching traffic waiting on an entrance ramp hitting cars what looked like he was limiting it to the the 80MPH and up range. I've seen regular I/O use on the non freeway two lane state roads, both moving and stationary.
Part of what I love about when I go visit NorCal, it's one of the few places the cat and mouse becomes a good game where you've got a formidable opponent, C/O sloppy or even decent I/O and LIDAR from the median feels like childs play every where else.
