His aim is not going to be rock steady - nobody is at a moving target.

They usually aim at your headlights (prior to moving mine there I am pretty sure that I was shot at least once by a LEO without it triggering the jamming sequence).

If a front plate is not being enforced in your state remove it.

The plate is not the problem. Your taillights are the most reflective part of the vehicle. As such, the sensors should be mounted as close to them as possible. See the PICS of the install on my old C55. As to theft, it's possible but unlikely.

I have my rear install like this and its rock solid. Never had anyone mess with the heads either.
With my taillights veiled it actually blends in better and is less obvious in this location than they would be above my plate.
